Massachusetts lawmakers enact plan for universal health coverage

Friday, April 7, 2006Legislators in the Massachusetts General Court, their name for the state legislature, approved legislation on Tuesday, April 4, that would make it the first state in the United States to require all residents to have health insurance and impose penalties for non-compliance. Massachusetts Governor Mitt Romney, a Republican who is expected to run for U.S. President in 2008, is expected to sign the bill.

The bill passed the lower house, the Massachusetts House of Representatives by a vote of 155-2, and unanimously by the state senate. The Democratic Party holds supermajorities in both houses of the legislature.

Among the bill’s provisions are these:

  1. Businesses that employ more than 10 people are required to provide health insurance for all staff or face fines of $295 per year per uninsured worker.
  2. Individuals will be required to enroll in a health plan by July 1, 2007, or face tax penalties.
  3. Health insurers will provide partially to fully subsidized coverage for low-income residents.

At least one other state (Hawaii) requires employers to provide employee health insurance, but no other state holds individuals accountable for coverage.

Coleman appeals Franken victory in Minnesota Senate race

Norm Coleman filed an appeal with the Minnesota Supreme Court challenging opponent Al Franken‘s court victory last week which gave Franken a 312-vote lead in the disputed 2008 Minnesota United States Senate election, reports the Minneapolis Star-Tribune.

The basis for Coleman’s appeal has yet to be given and will be included in a legal brief to be filed by the Coleman campaign later this week.

Jim Langdon, lawyer for the Coleman campaign, said that the oral arguments in the court could begin in anywhere from “two weeks to two months”, adding more time to a process which has continued since a razor-thin difference between the two candidates’ vote totals triggered an automatic recount in November 2008. The Supreme Court is not required to hear oral arguments and it is possible they could refuse to hear the case.

A spokesperson for the Franken campaign says that Coleman is up to the “same old, same old.”

“Sometimes you come up on the short end of a close and bitter election. But at some point, you have to accept the reality for what it is,” said Marc Elias, one of Franken’s lawyers.

The Coleman campaign argues that 4,400 ballots from Coleman-leaning districts have improperly not been counted, while some undetermined number of ballots (perhaps contributing up to 100 of Franken’s 312-vote margin) were accidentally double-counted. Coleman also argues that 132 ballots from the Dinkytown neighborhood of Minneapolis should not have been counted, since the envelope containing them was lost or stolen after the machine count and before the recount. The Franken campaign, meanwhile, supports the previous three-judge panel (from a Democrat, a Republican, and an Independent) unanimous ruling giving Franken victory.

The Franken campaign, anticipating a final victory and certification by the Minnesota Secretary of State, has begun hiring a staff for Franken’s senatorial office. Franken’s spokespeople say he is going to start by hiring Alana Peterson, a former state director for Representative Jim Oberstar, as state director.

In this article we will see how the Average Directional Index (ADX) and Moving averages may indicate that we can take a trading position and Relative Strength Index (RSI) and MACD crossover to indicate the entry/exit point.

In Forex trading the volatility in general is quite high and the trends can change very dynamically. Uptrend to sideways move to downtrend to uptrend may take place even during one life cycle of a trade. Of course we are not talking about trades where we enter and close within hours. Combining selected technical indicators comes in handy is such dynamically changing markets. It is always better to combine the chosen technical indicators for the trading decisions. While we talk about combining we are not talking about selecting similar indicators to cross check on each other. Before we take our trading decisions, we need to analyze the Trend situation: – Is it a strong trend? – Is the trend becoming stronger? – Is the trend becoming weaker? – Is the market running sideways without a clear trend – It has been a trend but a reversal may be on the way – A break out from the sideways movement is probable Trend identification is one of the important starting points before taking a position. How to identify the trend: ADX: ADX above 25 and rising EMA (for uptrend): The prices closing above Moving Average (say 5 to 20 periods for short term trading and 20 to 60 periods for medium term trades). So the price action is above the moving average line and we have a rising moving average line. And this shows a uptrend. ADX being the same if price action was below the MA line and if the moving average line was dropping then it would have indicated a downtrend. Now once we identify the trend situation we need to decide on the entry and possible exit. Apart from entry we also need to think about stop-loss levels and targets for taking profit. Let’s start with entry point. As far as entry point is concerned we can use various crossover methods like cross over of MACD with signal line or shorter period SMA (simple moving average)or EMA (exponential moving average) crossover with longer period of the corresponding moving average line. But lets bring in RSI (Relative Strength Index) here. RSI indicates overbought (hence probable selling levels) and oversold (hence probable buying levels). But will overbought and oversold indications work when the trend is very strong? Well the answer would be “Not”. But if we apply RSI with the knowledge of the trend as mentioned above then we may be able to take better decisions. So let’s see how to combine technical indicators. We are talking about combining the indicators which we have mentioned above i.e. ADX, Moving Averages and RSI. Lets consider the following scenarios: – Strong trend – Trend becoming stronger – Trend becoming weaker – Market is running sideways – A reversal may be on the way – A break out from the sideways movement is probable 1) Strong trend: ADX is above 30 and rising further. Price action is continuously over 20 periods EMA and EMA line is rising. The above indicates a strong uptrend. We can not wait for oversold and overbought signals from oscillators such as RSI in strong trends as the price can be in overbought area for long in strong uptrend and vice versa. So how to go about entering the market in such situation? 1) Entry: Buy when RSI (Relative Strength Index) goes to the range of 68/71. 2) Exit: Exit the buy position i.e. take profit when ADX stops rising and/or RSI drops below 50 and/or price action closes below the 20 days EMA. The take-profit targets mentioned are indicative as the exit depends on market situation/volatility and the decisions need to be dynamic. In strong trends it is advisable to use trailing stop-losses and rising take-profit levels. 3) Stop-Loss: As mentioned above its is better to use trailing stop-losses. Stop-losses levels even with trailing levels would depend upon the volatility. if the price movement is quite volatile then the stop-loss margins would be wide. We may decide to put a stop loss a few pips below the previous candle’s low. We can also use SAR (stop and reverse) indicator to indicate the stop-loss levels. As mentioned if the market is very volatile then the stop-loss margin has to be more otherwise even if upward movement continues, the narrow stop-loss margin may close the position with a loss. . 2) Trend getting stronger: (lets consider an uptrend) ADX is above 25 and rising. Price is closing over 20 periods EMA and EMA line is rising. This gives an indication that its an uptrend and the trend may become stronger. 1) Entry: Buy when RSI (Relative Strength Index) goes below 50 mark. 2) Exit: Exit or take profit when ADX stops rising and/or RSI goes below 40/42 and/or price action closes below the 14 days EMA. The take-profit targets mentioned are indicative as the exit also depends on various factors and market situation/volatility and the decisions need to be dynamic. 3) Stop-Loss orders: Use trailing stop-losses. Stop-losses would depend upon the volatility. if the price action is very volatile then the stop-loss would be wide. It could be a few pips below the previous candle’s low. As mentioned if the market is very volatile then the stop-loss margin should not be very close to the entry level otherwise even if upward movement continues, the narrow stop-loss margin can close the position with a loss, if price takes some corrective action. Stop loss could be a few pips below the previous candle’s low. As mentioned in above example we can use SAR to indicate the stop-loss levels. 3) Trend getting weaker: ADX is above 25 but not rising. The 20-period EMA is getting flatter. 1) Entry: Buy when RSI (Relative Strength Index) goes below 50. 2) Exit: Exit or take profit price closes below 14-period EMA. The take-profit targets mentioned are indicative as the exit also depends on various factors and market situation and volatility and the decisions need to be dynamic. 3) Stop-Loss orders: Use trailing stop-losses. Stop-losses would depend upon the volatility. if the price movement is quite volatile then the stop-loss would be wide. It could be a few pips below the previous candle’s low. In the above examples we have considered an uptrend. During the downtrend we can take short-positions when the EMA line is dropping down and price action remains below EMA, which is opposite to uptrend. ADX readings should remain same as above example because ADX reading only indicates the strength of the trend but not the direction. And we can take short-position when RSI (Relative Strength Index) moves over 50 mark.

Construction accident in New York City, one reported dead

A construction worker died after falling thirty feet from a New York hotel yesterday, police say.

The accident occurred at the Trump SoHo construction site in SoHo, New York. Witnesses at the scene reported that a load being lifted by a crane collided with the building, possibly causing scaffolding to collapse.

Police indicated that the dead worker had fallen at least 30 feet. A second worker sustained injuries after falling several storeys into some netting. The injured worker was lowered to street level by crane and transported to hospital as a large number of ambulances and fire engines gathered on the scene.

The Trump SoHo building is a 46 storey, 400 unit hotel condominium. According to its website, the building is a joint venture between the Trump Organization, the Sapir Organization, and the Bayrock Group LLC. The site is scheduled to open in Spring 2009.

Jawbone found in Aruba is not Natalee Holloway’s

A jawbone found in Aruba is not that of missing American Natalee Holloway, who was a recent high school-graduate at the time of her disappearance. Officials confirmed the news after Dutch scientists completed tests on the bone. The jawbone, which also had a wisdom tooth with it, was found by an American tourist close to the Phoenix Hotel. A second bone had also been found by another tourist earlier this month.

The bone was sent to the Netherlands Forensic Institute where scientists completed tests. They compared the bone to dental records given to them by Natalee’s father, from which they confirmed the the bone was not that of Natalee, although it was human. It was said to be unlikely that the bone was Holloway’s as there is no physical evidence that she was murdered.

Beth accepts the forensic conclusions, is emotionally exhausted from the inexplicably long wait, and deeply disappointed in the time and manner in which she learned of the results.

Taco Stein, the Aruban Solicitor General, released a statement after the announcement was made. He commented on the speed of the identification; he said that they had quickly ruled out Holloway because her records had shown that she had her wisdom teeth previously removed.

Tim Miller, the Director of the Texas EquuSearch, released a statement after talking to Natalee’s father. He said “Dave [Natalee’s father] has been in contact with Aruban authorities and spoke with FBI this morning, the agent working the case. Dave believes it is Natalee.”

An attorney for Natalee’s mother, Beth Twitty, released a statement saying “Beth accepts the forensic conclusions, is emotionally exhausted from the inexplicably long wait, and deeply disappointed in the time and manner in which she learned of the results.” He commented on the Aruban authorities saying that “Apparently Aruban prosecutors were more sensitive to media concerns than the painful vigil of a mother.”

Natalee Holloway disappeared on the island in 2005 while on a school trip. She was last seen leaving a nightclub with three men, one of which was later identified as Joran van der Sloot. Van der Sloot was detained twice by police but has never been charged with Holloway’s disappearance. He is currently in Peru facing a different murder charge. Aruban authorities have said that they are checking neighboring islands to find a match for other missing persons.

Saskatchewan places moratorium on boar farming, says escaped boars should be killed

At the Saskatchewan Association of Rural Municipalities (SARM) conference, a resolution was passed that encourages the Government of Saskatchewan, Canada to place a moratorium on specialty livestock farms raising wild boar. All wild boars that have escaped to roam wild should be killed, according to the resolution.

Agriculture Minister Bob Bjornerud endorses a ban on wild boar farming. The wild boar population is expanding exponentially. There are over 2,000 feral Sus scrofa swine roaming the prairies. Two litters of approximately 12 piglets are sired by each wild boar sow every year. The Saskatchewan Wildlife Federation (SWF) likewise passed a similar resolution at their 79th annual convention to urge the Saskatchewan Government to declare the wild boar as a nuisance species which can be killed on sight.

3% of farmed “wild” boars escape. Cells of wild boars are ravenous creatures killing and eating everything in their path. Horses, cows, and other livestock run from wild boars, breaking through fences in the process.

Ostriches, emus, llamas, alpacas, reindeer, wild boar, and fallow deer were amongst the animals introduced to farms in Saskatchewan during the agricultural diversification program in the late 1970s. Production of wild boars was promoted throughout the 1980s.

According to the Saskatchewan Agriculture and Food 2001 statistics, there were 150 wild boar producers raising approximately 15,000 and 20,000 head. Of these there were about 2,700 sows. On the 2006 Census of Agriculture, 401 farms reported 4,926 boars.

The boar’s red meat is an export commodity to Europe and Asia. The live breeding stock are also sold to trophy hunt ranches. Full blooded wild boar and hybrid crosses are raised.
