Searching for asteroids, extraterrestrial life a little more rocky: Budget cuts threaten to close Arecibo, world’s largest radio telescope

Friday, July 18, 2008

For nearly half a century the world’s largest telescope, the Arecibo Observatory in Arecibo, Puerto Rico, has been observing our solar system and the universe around it. Completed by Cornell University along with the National Science Foundation (NSF) in 1963, Arecibo’s enormous size gives it the ability to collect more light than any other telescope, allowing it to observe objects that are too faint for other radio telescopes to see. Its main purposes are radio astronomy, aeronomy and radar astronomy, but is probably most famous for its continuing use to search for and attempt to communicate with extraterrestrial life outside our solar system and beyond.

Now Arecibo is facing severe budget cuts which could ultimately close the facility. In an in depth exclusive report, Wikinews examined how much of the observatory’s budget was at risk, and what the possible outcomes could be for the programs currently relying on Arecibo as their main research tool. Wikinews spoke to several individuals closely affiliated with projects and facilities who use significant time at the observatory.

Currently, the NSF funds the operations of Arecibo with just over US$10 million every year. By 2011 they plan to drastically cut that funding to only $4 million a year, nearly 65% less than the current budget. To counter that loss, the United States House of Representatives passed a bill that would authorize NASA to spend at least 2 million dollars of their nearly $21 billion budget to fund portions of Arecibo until 2009. But that still leaves more than half of the loss to be recovered, and if something isn’t done soon the facility will be closed by 2011 — or sooner if additional cuts are made.

Arecibo is 305 meters in diameter and 300 meters tall at its highest point. It also has an on-site remote sensing LIDAR (Light Detection and Ranging) system to detect light and range of a given object in space. Construction began in 1960 and the observatory officially opened on November 1, 1963. Since then, several projects, programs and discoveries were made possible because of the telescope. Its platform also received a fresh coat of paint in late 2007, the first since it was built.

In 1989, the first images of an asteroid named 4769 Castalia were captured using Arecibo. In 1992 Aleksander Wolszczan, an astronomer from Poland used Arecibo to discover pulsar PSR B1257+12 which then led him to discover the first three extrasolar planets in history, and possibly a comet. Scientists with the Near Earth Object Program also use the observatory to track possible meteors and asteroids that have the potential to strike the Earth. Arecibo is also part of the Express Production Real-time e-VLBI Service (EXPReS) project which is aimed at connecting telescopes from Africa, Europe and North and South America to create a 6,000 mile wide telescope. This allows all connected telescopes to observe the exact same spot in the sky giving scientists images 100 times better than any single telescope on Earth. A successful test of this system was completed on May 22. The observatory was also featured in the movie Contact starring Jodie Foster and several James Bond films.

Perhaps the most well known use of Arecibo is its ongoing attempt to find and or communicate with extraterrestrial life. The popular distributed computing SETI@home project launched in 1999 (started by scientists at the University of California, Berkeley), uses Arecibo on a daily basis to record radio data. SETI@home users from around the world can then donate computer time to analyze the data for potential artificial signals, and maybe some day find a message from another intelligent civilization.

“If this occurs [budget cuts], all projects using Arecibo would stop, including uncompleted surveys looking for pulsars, mapping Galactic hydrogen and of course our SETI surveys (SETI@home and SERENDIP V),” stated Eric Korpela, the project scientist for SETI@home, to Wikinews. This would also include the NEO Program. Currently the NEO is mandated by Congress to keep a record of all near-Earth objects that are more than 1 kilometer in diameter.

According to Korpela, the cuts began several years ago when United States senators earmarked funds for other observatories located in West Virginia and New Mexico. He says that those actions “diverted money away from the rest of astronomy” causing the NSF to take the shortfall from the Arecibo budget.

“About two years ago, NSF decided that because of additional funding problems Arecibo wouldhave to close in 2011 with substantial budget cuts before then,” added Korpela who also said the he is sure that SETI@home and SERNDIP V could find an alternative science source, but nothing as powerful and as sensitive as Arecibo. Korpela also adds that there is not yet any planned move of SETI@home, and no agreements between them and other observatories.

“I’m certain the both SETI@home and SERENDIP V would find another telescope to use. But no other telescope comes close to the sensitivity of Arecibo, with the next largest telescopes having afactor of 10 less collecting area and therefore a factor of 10 less sensitivity. The same is true for the pulsar searches. For the hydrogen mapping Arecibo has 3 times the angular resolution of thenearest competitors,” added Korpela but also stated that “there currently aren’t any plans” to move SETI@home and that they don’t “have any agreements from any of the telescopes” to host SETI@home; there are several possible telescopes SETI@home could use adds Korpela.

“Of course we’d like the largest telescopes available if we could get them. Parkes (a 64m telescope in Australia) would be a good candidate. Effelsberg (a 100m dish in Germany) or the 100m Green Bank Telescope in the U.S. would also be good candidates, but as I said much discussion would need to take place before a change could happen,” said Korpela.

In June, former U.S. President Bill Clinton and his daughter Chelsea visited the observatory in an effort to bring awareness to the importance of Arecibo; he called the funding for the facility “gravely inadequate.” He also stated that his wife, and former 2008 U.S. presidential candidate Hillary Clinton, supports the need for “basic science”, and notes Hillary’s continued support for a defeated congressional bill that would have given Arecibo the funding it needed.

The bill, named H.R. 2862 ‘Departments of Commerce and Justice, Science, and Related Agencies Appropriations Bill’, was rejected by the House of Representatives because “it exceed[ed] the President’s request by $1.4 billion.” The House stated that the need for more funding for the aftermath of Hurricane Katrina was more important.

“The Administration shares the priority the Senate Committee affords basic research and fundamental science and education at NSF, but is concerned that the bill does not fully support the President’s request,” stated the bill which also added that “the Committee has identified areas, such as facilities oversight, that need increased investment to maintain NSF’s efficient operations” and that the NSF didn’t “provide [a] full request for salaries and expenses that would allow NSF to continue to perform to high standards.”

A new bill was then resubmitted and reintroduced as H.R. 3737 on October 3, 2007. It is specifically aimed at providing the “National Science Foundation and National Aeronautics and Space Administration (NASA) utilization of the Arecibo Observatory.”

“[This bill will] ensure that the Arecibo Observatory is fully funded to continue its research on Earth’s ionosphere, continue its research in radio astronomy, and continue research on the solar system; and coordinate with the Administrator of the National Aeronautics and Space Administration to ensure that the capabilities of the Arecibo Observatory continue to be available for National Aeronautics and Space Administration research in characterizing and mitigating Near Earth Objects, and other research as needed,” states the Bill.

If Arecibo were to close, Korpela states that it would take only a short time for SETI@home to move its project elsewhere, but that any agreements made with other observatories will take a much longer time to work out. “Setting up the equipment at a new telescope would be a matter of days, arranging an agreement to do so would take much longer. If we can’t find an alternative telescope after an Arecibo shutdown, the project would end once the existing data was analyzed. We’re still hoping that Arecibo will be spared,” added Korpela. He calls for more support of bill H.R. 3737 to continue Arecibo’s science, and SETI@home urges individuals to write to Congress to show support for the bill.

As for the NEO Program, packing up and moving to another location is not possible. There are no other observatories sensitive or large enough to perform the task of tracking near-Earth objects, especially ones at great distances. If Arecibo were to close, the NEO Program, despite a U.S. Congressional mandate and recognition from the Astronomical Science Senior Review Committee, would come to a screeching halt. Wikinews contacted the NSF for a statement, but a Dan MacMillan directed us to the Committee’s report.

“The SR endorses its future discovery potential and archival value. The SR recognizes the significant and unique scientific contributions that the Arecibo Observatory has made to astronomy and astrophysics and it congratulates NAIC and Cornell on operating the facility so effectively,” said the Committee in a 94 page report on the NSF’s budget.

“However, the committee was not persuaded of the primacy of the science program beyond the end of the decade and found that the case for long term support at the present level was not as strong as that for other facilities. The SR recommends that NAIC plan either to close Arecibo or to operate it with a much smaller AST budget. The SR recommends closure after 2011 if the necessary support is not forthcoming. It recommends that operation of the Angel Ramos Visitor Center continue,” added the Committee which also said that “that there were no reliable de-commissioning estimates and recommends that AST engage an independent study to advise on the viability and cost of decommissioning the telescope.”

In an attempt to cover the budget shortfall Arecibo faces, Don Campbell, Professor of Astronomy at Cornell’s Department of Astronomy, who specializes in radio and radar astronomy, tells Wikinews that the university is looking at all possible sources of funding to keep Arecibo open.

“Cornell/NAIC is looking at all possibilities for raising the funds needed to keep the Observatory operating as a forefront institution for research in astronomy and atmospheric sciences. This includes funding from federal agencies, from within Puerto Rico, via international agreements and from private sources,” said Campbell who added that “the NSF’s Division of the Senior Review (SR) panel recommended that NAIC’s budget – NAIC is head quartered at Cornell University and manages the Arecibo – from NSF/AST be reduced from about $10.5M to $8M in FY 2010. It also recommended that there be a further 50% reduction in FY 2011 and that Cornell must find the additional funds needed to operate Arecibo from other sources.”

Campbell also adds that Arecibo is so unique and sensitive, closing it makes no sense.

“Closing Arecibo would be closing the world’s largest and most sensitive single dish radio telescope. It is 4 to 5 times more sensitive, and has a higher resolving power at the same frequencies, than the next largest single dish radio telescope, the 100 m Robert C. Byrd Green Bank Telescope,” said Campbell.

“Arecibo is also, of course, the source of the data that is processed by all the volunteers working with the SETI@home project. Given its relatively small operating budget, closing Arecibo makes no sense,” added Campbell.

‘Serious’ terror threat in Mumbai; police hunt four suspected militants

Monday, December 27, 2010

A police official in Mumbai has warned four suspected militants of Pakistani origin have entered the city, the capital of Maharashtra, India, and claims they are plotting attacks in the city. Police are now searching for the four people, thought to be members of Lashkar-e-Taiba (LeT), the Islamic fundamentalist militant group the Indian government holds responsible for the coordinated attacks which hit Mumbai in 2008. Joint police commissioner Himanshu Roy says intelligence suggests “the threat is serious.”

A United States counter-terrorism official said the attacks are likely imminent, and will occur over the Christmas and New Year period. “There’s no question LeT remains interested in pulling off another large-scale attack in India,” the official said, speaking on condition of anonymity, “and we are alert to the possibility that LeT might again try a holiday attack.”

Speaking at a press conference, Roy said “[t]hey have recently arrived in Mumbai. We are not in a position to reveal their nationalities now but they are LeT members.”

There’s no question [Lashkar-e-Taiba] remains interested in pulling off another large-scale attack in India

Armed police have been posted around high-profile destinations in the city, and roads around the Taj Mahal Palace hotel—seiged by militants in the 2008 attacks—have been closed. Police have released a sketch of one of the militants believed to be in the city.

“The police [are] on high alert all over the city. We cannot take any of these intelligence inputs lightly in the holiday season,” another Mumbai official said. “Since yesterday, we are checking all the possible hideouts, small lodges and guesthouses, railway stations. We are checking all the vehicles that are coming into the city.”

166 people died and hundreds more were injured in the 2008 attacks, in which multiple gunmen attacked the Chhatrapati Shivaji Terminus railway station, a hospital, a police station, and numerous hotels, amongst other sites. The attacks were dubbed “India’s 9/11” by local media. Only one militant survived the attacks, Ajmal Amir Kasab; in May this year he was sentenced to death by hanging, on 86 charges, including murder, terrorism, and waging war against India.

Lula’s future in the hands of Brazilian Parliament

Sunday, June 12, 2005

The government of Brazilian President Luiz Inácio Lula da Silva is in a severe political crisis. The crisis began after the exposure of a series of scandals which involve the Workers’ Party, the Brazilian ruling party.

In 2002, Celso Daniel, the mayor of Santo André, 10 km (6 miles) away from the São Paulo city, was murdered. Daniel was a member of the ruling Workers’ Party. The mayor’s brother says that Daniel died because he was in disagreement to a supposed bribe conspiracy organized by some Workers’ Party members. The case remains under investigation by police.

In 2004, the former adviser to the government of President Lula, Waldomiro Diniz, was accused of negotiating with “bicheiros” (men who deal with: “Jogo do Bicho”, or illegal gambling) and extorting money for Workers’ Party (PT) electoral campaigns. A supposed victim of extortion released a tape exposing Diniz. The tape’s authenticity has been verified by experts and it was aired by the major Brazilian television stations. A Congressional special commission was proposed by non-government parties so the denunciation could be investigated. The government succeeded in stopping the creation of the commission.

On March 16, the leading Brazilian magazine Veja published a story saying that according to documents of the Brazilian Agency of intelligence (Abin) the Workers’ Party received 5 million dollars to be used by political campaigns of their candidates in 2002 from the Colombian communist armed group Revolutionary Armed Forces of Colombia (FARC-EP). Abin said that the documents were not authentic.

Last month, some men, supposedly involved in illicit negotiations with the Brazilian Post Service recorded a video which shows former Post Office Chief, Maurício Marinho, during a supposed bribe negotiation. In the tape, Marinho receives and puts in his pocket R$3,000 (about 1,259 USD) in cash. He insinuates that the scheme is commanded by deputy Roberto Jefferson. The recording was aired by the major Brazilian television stations.

Roberto Jefferson is the president of the government-allied Brazilian Labor Party (PTB). Lula da Silva said in a earlier occasion that he “would give to Jefferson a bank check in blank”, what means that he had high confidence on Jefferson.

Still related to the Post Office case, on June 2, Lídio Duarte, the former president of IRB, a government enterprise, denied allegations that money from some Brazilian government enterprises was going to PTB, Jefferson’s party. An earlier story published by magazine Veja, said that Duarte was a victim of extortion by a representative of PTB. According to Veja, Duarte resigned from the Presidency of IRB, because he had difficulties in continuing to give more money to PTB. Lídio denied this story to the police, and furthermore he said that he never have had an interview with Veja’s journalists.

On June 8, the magazine Veja released for download in its webpage, an audio tape where it can be heard the voice of Lidio Duarte during an alleged interview to Veja. In the tape, Lidio Duarte talks about being under pressure because someone was asking him more contribution in money for PTB. The tape contradicts the Duarte’s testimony to the police and because of that, he became subject of investigation by the authorities. The name of the deputy Roberto Jefferson is cited by Duarte in the alleged recorded interview to Veja.

After the Post Office scandal been exposed, the Brazilian Congress proposed the creation of a Congress’ special commission, so it could be investigated by the Parliament. The government, however, protested against it, arguing that political adversaries were anticipating the dispute to the next election for Brazil’s Presidency. Workers’ Party senator Eduardo Suplicy protested in Senate against his party decision. Because that he was very criticized and he got subject to punishment by the Workers’ Party.

On June 6, Roberto Jefferson told the Brazilian newspaper Folha de São Paulo that the ruling Workers’ Party (PT) has payed Brazilian deputies 30 thousand Brazilian Reals (US 12 thousand) each, every month. The stock markets went down and the U.S. Dollar increased its value in relation to the Brazilian Real. A new Congress’ special commission was proposed by some Brazilian senators, so Jefferson’s allegations could be investigated. The Workers’ Party says that Jefferson’s allegations were untrue and that he had no proofs.

After Jefferson’s denunciation the focus of the scandal moved to the government and the ruling Workers’ Party. Because the government were under pressure, the Workers’ Party changed his earlier decision of stopping the creation of a Congress’ special commission for the Post Office scandal. The proposal for the creation of a Congress’ special commission for the Post Office scandal was approved.

On June 9, there was the first meeting of members of the Congress’ special commission for the Post Office scandal. Because of unsolved disputes between government’s parliamentarians and the other parties representatives, the meeting could not continue. The government’s block argued that it must choose the president and the report for the commission, since the government commission members are the majority. Other parties argue that according to Parliament tradition the government should choose one member for the presidency or report and the opposition should choose the other member.A new meeting was scheduled to the next week, on Tuesday, June 14.

Besides these scandals, the current Social Security Minister, Romero Jucá, is accused of havingoffered seven non-existent farms as guarantee for a financing from the Banco of Amazonia, among other denunciations of misuse of public loans. The current President of Brazilian Central Bank, Henrique Meirelles, is accused of financial fraud among other accusations. Also there is a denunciation of a irregular transference of founds of Central Bank to the construction of a new headquarter for the Workers’ Party.

On June 4, during the so called Curupira operation, the Brazilian Federal Police arrested members of IBAMA, a Brazilian agency for environment. Among other accusations, they are accused of selling irregular licenses for deforestation in Amazon. At least one of the suspects, a Workers’ Party affiliate, is under suspection of have used the money for the political campaign of a Worker’s Party candidate in Mato Grosso.

Besides the commission to investigate the Post Office scandal, another Congress’ special commissions were suggested by non-government members of Brazilian Senate: a commission to investigate the IRB scandal and another one to the investigation of Roberto Jefferson’s allegations. Also, it is expected that the Brazilian Courts rule against the earlier government decision of stopping the creation of a commission for the investigation of the alleged Waldomiro Diniz scandal.

Patio Home Feature a Relaxing Atmosphere for Homeowners

Patio houses come with a variety of benefits and characteristics that are similar to town homes. However, they will usually only be grouped with two, three, or four homes as one building instead of the countless houses that are built together in town home communities. People of different ages are finding the qualities of patio homes fit in perfectly with their lifestyle, whether it’s as a vacation home in an area they frequently visit, or a home that requires less maintenance than single family homes.

Low Prices Enjoyed by Patio Home Owners

[youtube]http://www.youtube.com/watch?v=CN_uvGKwHy0[/youtube]

If you enjoy traveling to a certain area, whether it’s within a city, by a beach, or near your favorite lake, living in a patio home has its advantages. If you only plan to live in the house for a few months each year, you will probably want to ensure that it remains safe during the off season. Patio houses are often located within a gated community to ensure the properties within are secure. Plus, you won’t have to plan your vacation by finding out when hotel rooms are available or waste time having to move from one hotel to another to accommodate their vacancies.

For those that still want to own a home instead of rent an apartment but may not be able to afford a single family home, patio homes can be a terrific option because they are usually cheaper than other housing types. You will have less homes located within the community, so common living areas won’t be as crowded as condominium or town home neighborhoods. At the same time, many patio homes will have the popular amenities that attract potential buyers to consider town houses and condos. Swimming pools, fitness centers, playgrounds, and bar-b-que areas that are paid by association fees can give you a relaxing place to meet with friends or a convenient way to exercise without having to take out an expensive gym membership.

Patio Homes Provide Low Maintenance and Plenty of Design Options

While the majority of patio houses are single story, you’re still able to design the home to match your personal needs. Seniors prefer patio homes because they require less work from them due to the community maintenance company taking care of the exterior landscape and building repairs. However, they still own the home and can have custom features designed for their home’s interior. Most patio houses will share two walls with its neighboring units, but you won’t have neighbors above or below. This can dramatically reduce the amount of noise heard from others.

Most patio houses have patios in the back of the home instead of a yard. Families or individuals that don’t have the time or interest to keep up a backyard or garden prefer a patio area for a peaceful area to relax during pleasant weather conditions. Custom patio home designers will efficiently use the amount of space available while creating an open and spacious floor plan that blends different rooms of the home nicely together. With the right use of windows and interior lighting, you won’t even know that you’re sharing walls with your neighbors.

Tennessee Lieutenant Governor suggests that Islam is a ‘cult’

Thursday, July 29, 2010File:Loya7.jpg

A Tennessee politician has been criticised by Islamic groups and Islamic leaders by suggesting that Islam is a cult and is therefore ineligible for protection under the first amendment of the United States constitution, which guarantees freedom of religion.

Though Tennessee Lieutenant Governor Ron Ramsey, at a campaign stop in Chattanooga earlier in the month, said he’s “all about freedom of religion”, he also said that “[y]ou could even argue whether that being a Muslim is actually a religion, or is it a nationality, way of life, cult or whatever you want to call it”.

Lt. Gov. Ramsey had been asked about a proposed Islamic mosque and community centre that has been slated for construction in the town of Murfreesboro, Tennessee, and also about the “threat that is invading our country from Muslims”.

Ramsey’s comments have been scrutinized by groups all over the country, while Ramsey’s rivals for the lieutenant governor position tried to avoid the controversy.

Ibrahim Hooper, national communications director of the Council on American-Islamic Relations, called Ramsey’s remarks “part of an unfortunate trend in our society” and part of “a disturbing trend in our nation in which it is suggested that American Muslims should have fewer or more restricted constitutional rights than citizens of other faiths.” Hooper also encouraged Ramsey to find people “who can offer him balanced and accurate information about Islam.”

Ramsey’s Republican rivals, U.S. Representative Zach Wamp and Knoxville Mayor Bill Haslam, both tried to avoid the controversy about the cult comments. According to campaign spokesman Sam Edelen, Wamp declined to comment as he was “busy with voting”. Meanwhile Bill Haslam’s campaign spokesman Dave Smith stated in an e-mail that “The mayor’s faith is very important to him, and he respects the right of others to practice their faith, so long as they are respectful of the communities in which they live and the laws of the land.”

Later, Ramsey clarified his position by stating that he has “no problem — and I don’t think anyone in this country has a problem — with peace-loving, freedom-loving Muslims that move to this country and assimilate into our society.” However, Ramsey said he’s concerned that “far too much of Islam has come to resemble a violent political philosophy more than peace-loving religion. It’s time for American Muslims who love this country to publicly renounce violent jihadism and to drum those who seek to do America harm out of their faith community.”

According to the Council on American-Islamic Relations, there are 1.2 billion Muslims in the world and 7 million in the United States. The U.S. Religious Landscape Survey by the Pew Forum on Religion & Public Life has stated that there are 63,000 Muslims in Tennessee, or 1% of that state’s population.

What is calendar?

A calendar is a system of organizing days for social, religious, commercial or administrative purposes. This is done by giving names to periods of time, typically days, weeks, months and years. A date is the designation of a single, specific day within such a system. A calendar is also a physical record (often paper) of such a system. A calendar can also mean a list of planned events, such as a court calendar or a partly or fully chronological list of documents, such as a calendar of wills. And we need to know how to

customize calendar in outlook?

Change calendar view:

There are some steps given:

Step1. On the navigation bar, select Calendar.

Step2. On the Home tab, select a view.

Day- view current day

Work week- view the work week from Monday to Friday.

Week- view the week from Sunday through Saturday

Month- view the entire month

Schedule View- view the selected calendar in a horizontal layout to help schedule an appointment or meeting for multiple calendar are viewed at the same time.

Step3. Select Today at any time to go back to the current day.

Customize your calendar:

Way to customize calendar in outlook:

Select View > Time scale to change the time blocks shown on the calendar or Change time zone

Select View> Color to change the color of the calenda

Game Four, played at 12:30 yesterday, was played between the New Zealand Wheel Blacks and the Australian Steelers before a lunchtime crowd. Australia scored six straight goals in second quarter, to lead 29-44 at half time, and eventually came out the winners 41-57. The game featured an unusual duel between two 3.5-point players, Australia’s Ryley Batt and New Zealand’s Barney Konerferisi.

In Game Five, played under lights at 17:30 yesterday, the United States proved too good for New Zealand, winning 36-62. Game Six followed immediately after at 19:30. This game, between Australia and United States attracted a sizable and animated crowd that filled the venue. Australia had only beaten the United States once in the last seven years. The Steelers managed to win gold at the 2012 Summer Paralympic Games in London without having to play them.

Australia opened the game with three straight goals, but the United States caught up, and the score was 14-15 at quarter time, after a last second United States score was counted. While the United States frequently rotated its players, the Steelers had Ryley Batt, Chris Bond, Ryan Scott and Nazim Erdem on the court the whole time. Their strong defence caused timeouts and subsequent turnovers. Low-pointer Ryan Scott became an unlikely hero by prompting two turnovers. Australia won 64-53.

Game Seven was the Semi-Final, between Australia and New Zealand, and was played at 12:00 today. The weather was warm and sunny. The New Zealanders performed a Haka, but it did not bring victory. This time Australia rotated its players, and Bond and Batt were on the court together only briefly just before half time, and again in the last four minutes. Australia won handily, 62-45.

The Final game was therefore between the United States and Australia under lights at 17:00 on today. The commentators called it “Friday Night Footy”. Australia once again played Bond, Batt, Erdem and Scott together, and took off to a three-goal lead, but the United States fought back with good defensive plays, tying the score at 14-all at quarter time. The United States scored three goals straight in the second quarter to take a 29-25 lead at half time. Hopes that Australia could repeat its win of the night before were dashed. The United States team had tight discipline and made few mistakes, in the end, winning 58-54.

Medals were presented to the players, coaches and team staff by Greg Hartung, the President of the Australian Paralympic Committee. The players of all three teams voted for the Most Valuable Player of the series, which went to Ryley Batt.

This is believed to be the first time that an international wheelchair rugby tournament has been held outdoors.
